Can a bailiff use a locksmith to gain entry to my house?

I found a note pinned to my front door stating that a certified bailiff had attended to execute a distress warrant against me (£895 which i cannot afford). The note then states that they have the authority to force entry to my house, via a locksmith, under Schedule 4A of the domestic violence, crime and victims act to execute the warrant. Is this true? I thought a bailiff could only force entry if they had previously gained entry or if it was for a debt regarding tax or rent.
