How do I set up a charging car park?

I was looking at alternative investment options and came across the idea of setting up a private " pay & display " car park but there is next to nothing about how to do it and the legalities online. there is a 2007 bill which says that private car park owners need to be licenced but there isn't even a mention of this on my council's website (mid sussex district council). Is it simply a case of buying land then putting up barriers and ticketing machines? I would like to rely on the barriers and machines as preventatives for having to impose penalty fines as doubtless things get more complicated when these are involved. Any help would be great especially if you have experience or inside knowledge.
