Why is it OK for girls to wear short hair and boys clothes and not the opposite for boys?

Well, I think that boys are discriminated because it is 'OK' for girls to wear short hair and more masculine type clothes but boys are cold crossdressers if they do the opposite. Why don't they call girls crossdressers when they wear short hair and more masculine type clothe
