SEO question

i'm going to have some SEO work done on my website and i have been looking at about 9 keywords should i have some one work on all 9 or would you have them work on 5 and 4 which way would be best if they worked on 9 would it take longer to get them to the top of the search engines than if i just had them work on 5 and at a later date had them work the other 4.
