How would this kind of operation work?

I have old blood trapped kinda near the top of my head from a previous surgery on my lower head. Somehow blood got trapped on the top of my head right under my skin and it causes pain when touched. I want to know how it can be removed.It's not in my skull, just right under the skin. Can they just stick a needle in their and suck it out?
