You have idiots at the county level. While they are correct that it is not their responsiblity to determine if the permit is on the applicant's own land, you do not have to "GIVE" anything.

Send the offending a certified (RRR) letter demanding they either remove the offending structure within 10 calendar days from receipt of the letter or you will take their non compliance as refusal in which case you will file a lawsuit for tresspass.
