Cheap fast car ideas?

ok so i know this is a frequently asked question but im going to be getting my first car soon and i would like some ideas. sticks are not a problem either. im looking for something thats fast but within a 3000 dollar price range. if your just gonna say stock isnt fast then dont answer cause your wrong. 2000 si civic= fast enough for me. but yea back to my question. i do plan on eventually dumping money into the car (performance) so what would be a good project car? oh and also for all of the "responsible" adults this is not a question for you. i have some experience driving fast ( over 100 mph) but thats not really what i care about im looking for a car under or around 15 seconds stock.
